37 □ NATURE, DEFINITION AND SCOPE OF INTERNATIONAL LAW The term “international law” or “international law” has been used as opposed to “national law” or “domestic law”, which refers to the law of the country. International law is generally above and outside the national laws of individual States and applies to some extent on the territory of all States. Whether it qualifies as a superior law remains dubious, despite the growing acceptance and respect for international law by Member States. International law treats States as legal and political entities and applies equally to all States, regardless of their size and power.
